As you all know the second delegation to Afghanistan with friends and family of the victims of September 11 are now back in the Bay Area. These men and women met with relatives of victims of the US bombing in Afghanistan. This trip caught the attention of people all over United States. Global Exchange sponsored an historic and moving delegation consisting of Americans who lost loved ones on 9/11. They traveled to Afghanistan to reach out and share their grief and sorrow with Afghan families who lost loved ones in the US bombing campaign. This journey of compassion caught the attention of people and media all around the world, with the delegation
featured on CNN, CBS, NBC, BBC, Al Jazeera, Japanese television and articles printed in such publications as the New York Times, LA Times and San Francisco Chronicle.

Creation of a compensation fund for Afghan victims Now Global Exchange, in conjunction with the 9/11 delegates, are working hard for the creation of a compensation fund for the families of the innocent Afghans killed and maimed by US bombing. Says Kelly Campbell, whose brother-in-law Craig Amundson was killed in the Pentagon attack, "We met with people who lost loved ones to the U.S. bombing. We looked at pictures of their families, they looked at pictures of ours, we talked with them, we feel the same grief. The United States government should take responsibility for the direct effect on these people's lives. We owe it to them to do what we can to help them rebuild their homes and give their children health care and an education so they can get on with their lives.” Based on a broad estimate of 2,000 claims and an average compensation of $10,000 per claim, the delegation estimates the fund to need approximately $20 million.

The delegation took this message to Capitol Hill last week, meeting with sixteen Senators and Congressman who almost without exception voiced their support for the idea of a compensation fund. Congresswoman Carrie Meek (D-FL) and Congressman John Cooksey (R-LA) told the delegation of September 11 victims’ family members that they would sponsor a House resolution supporting the creation of an Afghan compensation fund. Senator Barbara Boxer (D-CA), Senator Charles Schumer (D-NY) and Senator Tom Harkin (D-IA) also expressed a willingness to promote the compensation fund among their fellow Senators.

To hold these members of Congress to their word and make this congressional campaign a success, we need your support this week.
Action Steps: 1. Call and write to your elected representative in the House and Senate and urge them to support the creation of a compensation fund for Afghan victims.

2.Organize a delegation of concerned citizens to meet with your representative about the creation of a compensation fund for the innocent Afghan victims.
3. Write letters to the editor supporting the creation of a fund and highlighting the fact that 9/11 families are involved in this worthy endeavor.
4. Support an Interim Fund. There is no guarantee we will get a US government fund, and even if we do, it can take a long time. We have therefore set up an interim grassroots fund. All checks can be made out to "Global Exchange/Afghan Victim Fund".

The victims of the September 11 tragedy have rightfully received a tremendous outpouring of compassion from the world community and help from the US government and humanitarian agencies to ease their burdens. But what about the innocent victims in Afghanistan who lost their lives during the US air strikes? Aren't they also deserving of similar compassion and support?
Shouldn't our hearts and helping hands go out those people who were every bit as innocent as the victims of the September 11 attack?

Reports from Afghanistan show that many of the families of those who died in the bombing raids are living in dire economic straits. Those whose homes were leveled sleep in makeshift tents made of scraps of material. Orphaned children are crowded in with overburdened relatives. New widows, desperate to feed their children, are reduced to begging. The hospitals are overcrowded, understaffed and have few medicines. People with serious mental anguish go untreated, as there are only eight psychiatrists in a country of over 20 million.

The number of bombing casualties in Afghanistan is unclear, but two studies of civilian casualties put the number at between 1,000 and 4,000 people.
The studies were conducted by the Project on Defense Alternatives
(http://www.comw.org/pda/) and by a University of New Hampshire Economics Professor (http://pubpages.unh.edu/~mwherold). Human rights groups such as Human Rights Watch have called on the U.S. government to provide information on civilian casualties.

The United States Government should then create a fund, administered by a UN agency, to compensate the families of those civilians accidentally killed by he bombing. It should be distributed to surviving family members and those who were injured so that they can rebuild their homes and restock their possessions, secure adequate medical and psychological care, and be compensated for the loss of breadwinners and caretakers.
 アフガン犠牲者遺族の支援は、人道的にも正しいのみならず、賢明な選択でもあります。これからのアフガン人がアメリカを単に「アフガンを爆撃した国」と考えてほしくはありません。そうなれば、アフガン人が敵意を強めてくるでしょう。
 だからこそアフガンの人々に、アメリカ人が9−11の犠牲者に向けた同様の哀悼と支援を送っていると知らせたいのです。こうしたことを通じて平和な世界を築いていきたいのです。
Assisting the Afghan people who have been victimized is not just morally right--it is also strategically wise. When Afghans are asked what they thinkof the United States, we do not want their first answer to be, "It's the country that bombed us." If we are remembered mostly for death and destruction, that will build anger and resentment against us. We must let Afghans know that we care about their well being by offering them compassion and support similar to what we are giving to those here. It is through such commitments that we will build the foundation for a more peaceful world.

Op-Ed 2/4/02 Let’s Help the Innocent Afghans *Medea Benjamin
 6歳の少年、ファーディンは、兄弟姉妹の横で寝ていたが空爆の爆音で目を覚ました。爆弾で家が崩れ、近所の5件の家、15人が亡くなった。ファーディンは助かったものの、「赤ちゃん帰り」をしてしまい、歩けなくなり、しゃべれなくなった。さらに眠れなくなり、おねしょするようになった。家族は貧しく、彼を医者に診せることができない。実際、2千万人の人口にたった8人という精神療法医しかいない状況であるが。
Fardin, a 6-year-old boy from Kabul, was sound asleep next to his brothers and sisters when the thundering noise of the US bomb woke him up. A terrifying object came barreling down from the sky, destroying his home and five others, and leaving 15 dead. Though Fardin survived, he reverted to an infantile state. He stopped walking and must be carried all day like a baby.
He stopped talking except for high-pitched shrieks. He doesn’t sleep through the night and wets the bed. His family is too poor to take him to a doctor.
Besides, there are only eight psychiatrists in this traumatized nation of over 20 million.

Azizolah was a healthy 20-year-old who worked with his father as a house painter. He was trying to save money so he could get married and have a family. But that dream was dashed when a US bomb hit his home. The debris that penetrated his leg left him in excruciating pain. Lacking decent medical care, the leg became infected and had to be amputated above the
knee. Azizolah has no money to get a prosthetic leg or a wheelchair. His family is borrowing money from friends and relatives to rebuild their home, and is now deep in debt. His 23-year-old sister, so looking forward to returning to school after the overthrow of the Taliban, must now forego her dreams and search for work.

Uliah Quduz had always depended on the income of her husband, Abdul, to feed their six children. Abdul worked as a guard at a marble pit, until a US bomb aimed at a Taliban garrison near the mine accidentally hit him. Left with six small children and no income, Uliah cried and cried as she told us her shame at sending her children out to beg for food. She pleaded with us for help to keep her children from starving.

During our 10-day visit to Afghanistan with relatives who lost loved ones on September 11, we met dozens of innocent people who lost relatives, were injured, or lost their meager possessions during the US bombing campaign.
None of the people we met thought the US had intentionally targeted them, and all were delighted to be rid of the Taliban. But they desperately wanted--and expected--the US to help them. In fact, many of them had submitted petitions to the US Embassy in Kabul asking for assistance. "The US is a great nation," Mohammad Shaker told us after his home was leveled
by an errant US bomb. "Surely the US government will help me rebuild my home."

So far, no help has been forthcoming. In fact, one woman, Arifa, who lost her husband and five children, told us that when she approached the guard at the US Embassy to submit a letter asking for help, she was called a beggar and shooed away. Contrast that to the outpouring of love and kindness the September 11 families received from well-wishers around the country,
including offers of financial help from the US government, private foundations and even corporations.

US Acting Ambassador Ryan Crocker told our delegation that no compensation fund for Afghans yet existed, but that similar funds had been established in Panama, Grenada and Lebanon. He encouraged us to help the Afghans we met with to turn in claims, and was supportive of our idea to return to Washington DC calling for the creation of an Afghan Victims Fund.
 ワシントンで議員と会合を持った結果、こうした基金を設立するに十分な共感がえられた。できるだけ早く、具体的なプロセスに展開してもらえるよう働きかける強める予定である。
Our meetings in Washington with congressional representatives showed us that there is indeed sympathy for creating such a fund. Now we must hold these representatives to their word and find an expedited process to get these funds to the people who need them as quickly as possible.
